If the document being approved needs to be placed on an agenda for a meeting to be discussed/reviewed by multiple users, you can add a meeting as an approval step. An administrator will add the item to a meeting where it can be discussed, and either approved or rejected (by the meeting administrator).

To add a meeting as an approval step, click on the Add Approval Step button in the Workflow screen.
